Magento 2 specialist

Beste,
We zitten met een bug in onze Magento 2.3.2 , wij zoeken een specialist die dit kan verhelpen.
Hieronder de omschrijving, opgesteld door onze ICT.

Hello,

At the moment we are experiencing the following problems

1. In our magento backend we can't update some configuration values. The following values can't be changed:

In the default config under stores -> general -> general we can't change the locale value from English (United States) to Dutch (Netherlands).
Every time we change the value to dutch we get the message that the configuration has been saved, but for some reason the actual value is still en_US and not nl_NL.
We tried changing this value manually in the database, but this didn't worked unfortunately.

This same bug also applies to some values of our store information under the default configuration.

When we change the scope to our Main website the above values can be changed and are saved correctly.
We think because of this bug we are also experiencing another bug in our delivery method. This second bug is explained under point 2.

1. When a person orders after friday 16:00PM Dutch time up until 00:00 am on Monday we can't use our build in delivery method.

For some reason we can't use our build in shipping extension that is used to easily ship our products using a delivery method in the Netherlands.
We think that this problem is a consequence because of bug number 1. Because our orders are saved with 2 different times. With the en_US time and with the nl_NL time.
We think because of this our shipping extension can't handle the shipments during the weekend correctly.
During the week everything is oke, but in the weekend we are not shipping, and that's when the errors show.

What we are looking for is a developer who can help us fix bug number 1 and maybe bug number 2 if this bug still shows up after fixing bug number 1.
